Which obligations apply when selling or renting out?
The energy label must already appear in the sales listing, and it has to be registered in EP-online by the time of the transfer at the notary. If you rent out a home in Woerden, the label also counts towards the WWS points count that sets your maximum rent under the Affordable Rent Act.
In the Woerden old town that matters even more. A listed property with single glazing naturally scores lower, while buyers factor the insulation costs still ahead of them into their offer. Knowing what is achievable before you go to market is rarely wasted time there.

Listed monument or protected cityscape?
The Woerden city centre, with its fortress structure, the Petruskerk and the buildings around the cheese market, has many national and municipal monuments and is partly a protected cityscape. Since 29 May 2026 an energy label is also required for monuments when selling or renting. For a historic property with single glazing the label is usually somewhat lower - that is normal and you are not obliged to make improvements. Which documents should you have ready for the survey?
There is little you need to prepare, but with evidence of earlier improvements the label often turns out better. Have ready whatever you have:
- A copy of the construction drawing or floor plan, if you have one.
- Invoices for roof, wall or floor insulation and for HR++ glazing.
- Details of the boiler or heat pump, such as year of manufacture and type.
- Information about solar panels, including the number and the capacity.
This pays off particularly in the Schilderskwartier and the Bloemen- en Bomenbuurt: a lot has been retrofitted there over the years without any record. If the evidence is missing, the advisor calculates with the default Rc value for the construction year, which almost always works out less favourably.
Renting out in Woerden? The label counts towards your rental points
Since 1 July 2024 the housing valuation system is binding for all rental homes up to and including 186 points: up to 143 points social housing, 144 to 186 points mid-market rent. From 187 points the home falls in the free sector, where no legal maximum applies. The energy label weighs heavily in that count, so one class higher can make the difference.
