An energy label in Rotterdam, from portico flat to Kop van Zuid
Rotterdam has a housing stock that differs strongly per district: pre-war buildings in the Oude Noorden and Kralingen, post-war portico and gallery flats in Pendrecht, Lombardijen and Ommoord, and energy-efficient new build in Nesselande and the Kop van Zuid. For the energy label that means no standard story, but an individual assessment per home.
When selling or renting out, an official energy label registered in EP-online is legally required. Without it, the Human Environment and Transport Inspectorate can impose a fine of €515 for private individuals and €1,030 for legal entities. The label is valid for ten years from the survey date, and a favourable class can earn a rate discount on a mortgage application.
Apartment, portico flat or family home?
Rotterdam has a lot of stacked housing. An apartment generally needs its own energy label per home; our advisor inspects the specific property and accounts for shared structures and installations. Older portico and gallery flats often score between C and E - additional insulation and HR++ glazing usually offer room for improvement.
How to request an energy label in Rotterdam
You arrange an official energy label with us in three steps:

The old provisional energy label lapsed on 1 January 2021. Only a label from a real survey may be registered in EP-online.

What our advisor measures during the survey
The property survey takes 60 to 90 minutes on average. Our BRL 9500 certified advisor records:
- All surfaces bordering the outside, crawl space, unheated rooms or water
- The insulation values of roof, walls, floor and glazing (U-values)
- The heating installation and hot water system (boiler, heat pump)
- The ventilation and any solar panels
A common misunderstanding: the U-value on your glass invoice applies to the pane only. The label calculates with the whole window, frame included, and a frame always insulates a little less well. If the advisor knows the frame type, no cautious assumption is needed.
Which documents should you have ready for the survey?
For an apartment or portico flat, part of the data is often held by the owners' association. Useful to gather:
- For an apartment: the owners' association details on roof, wall or floor insulation and the collective installation.
- The glass specification of double or HR++ glazing fitted later, plus the frame type.
- Invoices for retrofitted insulation in your own home.
- Make, type and year of the boiler or heat pump, and solar panel details.
What cannot be proven or observed falls back on the defaults for the construction year; for pre-war buildings those are the lowest assumptions.
When do you not need a new label?
If a registered label less than ten years old already exists, you can simply use it for a sale or rental. Check the survey date on EP-online. Beyond that a few exceptions to the label obligation apply, for instance buildings used only temporarily. Listed buildings have not been covered by those exceptions since 29 May 2026: a national or municipal monument now does need a valid energy label when sold or rented out.

Renting out in Rotterdam? The label counts towards your rental points
Since 1 July 2024 the housing valuation system is binding for all rental homes up to and including 186 points: up to 143 points social housing, 144 to 186 points mid-market rent. From 187 points the home falls in the free sector, where no legal maximum applies. The energy label weighs heavily in that count.

Only a company working under the assessment guideline BRL 9500 may issue and register official energy labels. Recognition by InstallQ and inclusion in the Centraal Register Techniek give you extra certainty that you are working with a recognised party.
