Papekop is small, and the housing stock shows it
Papekop is a small community in the municipality of Oudewater. The Dutch address and buildings register lists some two hundred buildings of residential size, which keeps the picture clear: more than four in ten homes date from the period 1946 to 1974, and another fifth from before 1945. The median construction year is 1965.
That means most homes here were built before insulation appeared in the building regulations. Whatever insulation is in them now was added later, and whether it counts towards the energy label depends entirely on the evidence you can show.
When selling or renting out, an official energy label registered in EP-online is legally required. Without it, the Human Environment and Transport Inspectorate can impose a fine of €515 for private individuals and €1,030 for legal entities. The label is valid for ten years from the survey date, and for a mortgage application a favourable class can mean a rate discount.

The old provisional energy label lapsed on 1 January 2021. Only a label from a real survey may be registered in EP-online.

What our advisor measures during the survey
The property survey takes 60 to 90 minutes on average. Our BRL 9500 certified advisor records:
- All surfaces bordering the outside, crawl space, unheated rooms or water
- The insulation values of roof, walls, floor and glazing (U-values)
- The heating installation and hot water system (boiler, heat pump)
- The ventilation and any solar panels
A common misunderstanding: the U-value on your glass invoice applies to the pane only. The label calculates with the whole window, frame included, and a frame always insulates a little less well. If the advisor knows the frame type, no cautious assumption is needed.
Which documents should you have ready for the survey?
For a home from the 1960s, evidence is often decisive. Have ready whatever you have:
- Invoices for cavity, roof or floor insulation, preferably with the product type.
- Paperwork for double glazing or new frames, including the glass specification.
- Details of the boiler or heat pump, such as year and type.
- Information about solar panels: number and capacity.
- A construction drawing or floor plan, if you have one.
Without evidence the advisor has to use the default values for the construction year. For a home from this period that regularly costs a full label class.
When do you not need a new label?
If a registered label less than ten years old already exists, you can simply use it for a sale or rental. Check the survey date on EP-online. Beyond that a few exceptions to the label obligation apply, for instance buildings used only temporarily. Listed buildings have not been covered by those exceptions since 29 May 2026: a national or municipal monument now does need a valid energy label when sold or rented out.

Renting out in Papekop? The label counts towards your rental points
Since 1 July 2024 the housing valuation system is binding for all rental homes up to and including 186 points: up to 143 points social housing, 144 to 186 points mid-market rent. From 187 points the home falls in the free sector, where no legal maximum applies. The energy label weighs heavily in that count.
