Waarder is largely post-war

Waarder is a village in the municipality of Bodegraven-Reeuwijk, just across the provincial border in South Holland. The Dutch address and buildings register shows that more than four in ten homes date from the period 1946 to 1974. In addition one in eight homes is from before 1945, and a fifth was built between 1992 and 2005. The median construction year is 1974.

That post-war bulk is exactly the group in which energy labels vary most. Two homes from the same year on the same street can differ by two classes, purely on whether the cavity was ever retrofitted and whether the floor was dealt with.

When selling or renting out, an official energy label registered in EP-online is legally required. Without it, the Human Environment and Transport Inspectorate can impose a fine of €515 for private individuals and €1,030 for legal entities. The label is valid for ten years from the survey date, and for a mortgage application a favourable class can mean a rate discount.

The cavity is the deciding factor here

For the post-war part of Waarder the label largely comes down to one question: is the cavity filled or not. An unfilled cavity from that building period pushes the class down considerably, while retrofitting often adds one to two classes. The same applies, to a lesser extent, to the floor above the crawl space.

The U-value your glazier quotes is that of the pane alone. The label counts the window as a whole, and because a frame insulates worse than the glass that value is higher. Supply both details and nothing has to be estimated.

Which documents should you have ready for the survey?

For a post-war home the invoice for the cavity retrofit is the most valuable piece of paper you can have. Have ready whatever else there is:

If you cannot find anything, that is not a showstopper: the advisor establishes on site what can be observed. But what cannot be proven or seen does not count.

Exceptions to the label obligation

Not every building needs a label. Buildings used only temporarily are outside the rules, and an existing label less than ten years old can simply be reused; the clock runs from the survey date, which you can find on EP-online. Listed buildings were on that list for a long time, but no longer since 29 May 2026.
