Zoetermeer is a new town, and that shapes the label

From the 1970s Zoetermeer grew into one of the largest new towns in the Netherlands. Buytenwegh, De Leyens, Seghwaert and Noordhove date from that period, Rokkeveen and Oosterheem are younger. Only the Oud-dorp around the Dorpsstraat recalls the village that came before.

For the energy label that is favourable: new-town homes almost always have an insulated cavity and double glazing. The question is usually whether that glazing is still first-generation and whether the floor has been dealt with. When selling or renting out, a registered label is required, on pain of €515 (private) or €1,030 (legal entity); it is valid for ten years from the survey date.

A typical 1970s or 1980s new-town home?

A large part of Zoetermeer consists of terraced homes from the new-town period. These often have cavity walls but modest insulation by present standards, usually scoring between C and D. Exceptions to the label obligation

Not every building needs a label. Buildings used only temporarily are outside the rules, and an existing label less than ten years old can simply be reused; the clock runs from the survey date, which you can find on EP-online. Listed buildings were on that list for a long time, but no longer since 29 May 2026.
