Oudewater: nearly half the centre is pre-war

Oudewater is one of the oldest towns of the Groene Hart, and that is no tourist exaggeration but measurable in the Dutch address and buildings register: of the more than nine hundred residential-size buildings in the centre, 29 per cent date from before 1900 and nearly half from before 1945. The median construction year is 1950. There is also a clear second group: almost 12 per cent was built after 2015, the recent new build on the edges.

For the energy label Oudewater therefore effectively consists of two worlds: historic buildings with solid walls and monumental frames, and young homes that come out at A or higher. We do both, and it is precisely the first group where a careful survey makes the difference.

When selling or renting out, a registered energy label is legally required; the fine for not having one can reach €515 for private individuals and €1,030 for legal entities. The label is valid for ten years from the survey date, and a favourable class can bring an interest advantage on a mortgage application.

Listed buildings: the exemption is over, and Oudewater notices it first

Until 29 May 2026 listed buildings were exempt from the energy label obligation. That exemption has ended, and in a historic centre like Oudewater's that is no footnote: national and municipal monuments that are sold or rented out now need a valid label.

Important to know: the listed status plays no role in the calculation itself. The advisor measures the actual situation, from wall thickness to glazing. A low label for an untouched monument is therefore not an error but a fact, and at the same time secondary glazing, roof insulation and a modern installation can often be fitted without touching the protected appearance. The U-value your glazier quotes is that of the pane alone. The label counts the window as a whole, and because a frame insulates worse than the glass that value is higher. Supply both details and nothing has to be estimated.

For a historic building, every piece of paper about earlier renovations is worth gold. Think of:

Without evidence the advisor calculates with the default values for the construction year, and for a building from before 1900 that almost always means the lowest assumptions. What you can prove counts immediately.

Exceptions to the label obligation

Not every building needs a label. Buildings used only temporarily are outside the rules, and an existing label less than ten years old can simply be reused; the clock runs from the survey date, which you can find on EP-online. Listed buildings were on that list for a long time, but no longer since 29 May 2026.

Frequently asked questions about an energy label in Oudewater

My building in the old centre is a listed monument. Do I need a label or not?
Since 29 May 2026: yes. Until that date listed buildings were exempt from the label obligation, but that exemption has ended. If you sell or rent out a national or municipal monument, a valid energy label is now required. The survey itself is the same as for any other home; the advisor records what is there.
Does a historic building automatically fall into a low class?
Often, but not always. Solid walls without a cavity, single glazing in monumental frames and an uninsulated roof push the class down firmly; E, F or G is normal for an untouched building. If secondary glazing, roof or floor insulation was added during a renovation and you can prove it, it counts fully.
My walls have no cavity. How is that calculated?
A solid wall gets its own, lower insulation value in the calculation than a cavity wall; the advisor establishes on site whether there is a cavity, for instance from the wall thickness at a frame. Interior wall linings and internal insulation count if you can show what is in them, so keep the invoice of such a renovation safe.
What can we still improve on a listed building?
More than many owners think: secondary glazing, insulating the roof or the floor, and a modern installation can together make one or two classes of difference, without touching the protected facade. Is there a surcharge for a large or monumental building?
For an ordinary home the fixed rates below apply. For large buildings over 150 m², canal-side or town-centre buildings with many floors and converted farmhouses we quote a fixed price in advance; the survey simply takes longer there. So you always know beforehand where you stand.
