Kwintsheul is largely post-war
Kwintsheul, municipality of Westland, has the oldest housing stock of the Westland settlements we examined: almost half the homes date from 1946 to 1974 and another eighth from 1900 to 1945. The median construction year is 1973; the oldest building dates from 1600.
For the energy label that means: for most homes the cavity fill determines the class, and for the pre-war part the evidence of later insulation counts most. When selling or renting out, a registered energy label is legally required; without one you risk €515 as a private individual and €1,030 as a legal entity. The label is valid for ten years from the survey date, and a favourable class can earn a rate discount on a mortgage application.
Home and nursery: where the survey draws the line
In the Westland many homes belong to a (former) horticultural business. For the energy label only the heated, habitable space within the thermal envelope counts; greenhouses, sheds and unheated business space are left out. For a home with an indoor business section the advisor determines on site where the envelope runs. If it concerns a full business premises, that is non-residential and we bring in a certified colleague.

What gets measured
The BRL 9500 certified advisor spends 60 to 90 minutes and records:
- All boundaries of the heated space: outside air, crawl space, neighbours, water
- The insulation per building element and the glazing per window
- The heat generator and the hot water system
- Ventilation and solar panels
Glass suppliers advertise the U-value of the glazing, but the label judges window plus frame as one whole. That whole insulates slightly less than the glass alone. With the specifications to hand, the safe margin disappears from the calculation.
Which documents should you have ready for the survey?
In a predominantly post-war settlement one document is decisive:
- The invoice for the cavity fill, with product type.
- The glass specification of double or HR++ glazing fitted later.
- Invoices for floor or roof insulation.
- Home attached to a nursery: a floor plan, so residential and business parts can be separated.
Without evidence the calculation assumes an unfilled cavity for the construction year, and here that almost always costs a class.
Not every situation calls for a new survey
If the home was surveyed within the past ten years, a usable label is probably still in EP-online; the term runs from the survey date. For older buildings take note: the monument exemption has not existed since 29 May 2026, so they too need a label when sold or rented out.
