Wateringen built mainly between 1975 and 2005
Wateringen, municipality of Westland, has a housing stock with a sharp centre of gravity: almost forty per cent dates from 1975 to 1991 and another third from 1992 to 2005. Together that is more than seven in ten homes. Pre-war buildings are scarce, under two per cent. The median construction year is 1985.
For the energy label that is predictable: almost every survey turns on whether the double glazing from the construction period has been replaced and whether the floor has been dealt with. When selling or renting out, a registered energy label is legally required; without one you risk €515 as a private individual and €1,030 as a legal entity. The label is valid for ten years from the survey date, and a favourable class can earn a rate discount on a mortgage application.
Home and nursery: where the survey draws the line
In the Westland many homes belong to a (former) horticultural business. For the energy label only the heated, habitable space within the thermal envelope counts; greenhouses, sheds and unheated business space are left out. For a home with an indoor business section the advisor determines on site where the envelope runs. If it concerns a full business premises, that is non-residential and we bring in a certified colleague.

The survey step by step
Allow 60 to 90 minutes in which the BRL 9500 certified advisor records:
- Which surfaces lose heat: to the outside, to the crawl space, to water
- How roof, walls, floor and glazing insulate
- Which boiler or heat pump is fitted and how tap water is produced
- How the home ventilates and whether there are PV panels
What the glazing quote shows is the U-value of the glass, not of the window. In the label calculation the frame weighs in and the value shifts slightly. If you know the frame material and glass type, pass them on: the advisor then calculates exactly.
Which documents should you have ready for the survey?
With such a uniform stock the list is short:
- The glass specification if the original double glazing was replaced with HR++; the most-missed evidence here.
- Invoices for floor or roof insulation.
- Make, type and year of the boiler or heat pump, plus solar panels.
- Home attached to a nursery: a floor plan, so residential and business parts can be separated.
Without evidence the default for the construction year applies, and with glazing especially that often costs a class here.
First check whether a valid label already exists
A label from the past ten years, counted from the survey date, is still perfectly usable; EP-online shows it per address. Exceptions to the obligation are scarce these days: temporary buildings fall outside it, but listed buildings no longer do since 29 May 2026.
