Living in Stompwijk and the energy label

Stompwijk is a ribbon village in the peat meadow area of the municipality of Leidschendam-Voorburg, built along the Doctor van Noortstraat and the Stompwijkseweg. The image of old farmhouses on a polder ribbon is only half the story: the Dutch address and buildings register shows that around a fifth of the buildings in the village centre date from before 1945, while the bulk of the housing stock comes from the post-war years and the 1990s infill. The median construction year is 1980.

That contrast is exactly what the energy label makes visible. A farmhouse on the ribbon and a 1995 home on the same street end up in very different classes, even standing side by side.

When selling or renting out, an official energy label registered in EP-online is legally required. Without it, the Human Environment and Transport Inspectorate can impose a fine of €515 for private individuals and €1,030 for legal entities. A label is valid for ten years from the survey date. For a mortgage application a favourable class can mean a rate discount.

Stompwijk is a village, but not an official town in the register. In the Dutch address and buildings register the Stompwijk streets fall under the town of Leidschendam, with postcodes in the 2266 range. So if you enter your postcode in the price calculator below, Leidschendam appears. That is not an error and it has no consequences for your label: your energy label in EP-online will show the same official town name as the register.

How to request an energy label in Stompwijk

You arrange an official energy label with us in three steps:

The old provisional energy label lapsed on 1 January 2021. Only a label from a real survey may be registered in EP-online.

Energy label per property type in Stompwijk

The overview below follows the actual construction periods in the village centre as recorded in the Dutch address and buildings register. It is indicative: the final outcome depends on the specific property and on insulation already carried out.

Listed building on the ribbon? The obligation applies to you too since May 2026

The Stompwijk ribbon has listed farmhouses and houses along it. Until 29 May 2026 listed buildings were exempt from the energy label obligation, but that exemption has ended. National, municipal and provincial monuments now need a valid energy label when sold or rented out.

Nothing changes for the survey: the advisor records what is there and the listed status plays no part in the calculation. What does matter is that insulating a listed building is often only possible to a limited extent. The class therefore tends to come out lower, which is not an error but a consequence of the building. For the question of what is still possible, tailored advice is more useful than the label alone.

What our advisor measures during the survey

The property survey takes 60 to 90 minutes on average. Our BRL 9500 certified advisor records, among other things:

• All surfaces bordering the outside, crawl space, unheated rooms or water
• The insulation values of roof, walls, floor and glazing (U-values)
• The heating installation and hot water system (boiler, heat pump)
• The ventilation and any solar panels

In the peat meadow area a wet or awkwardly accessible crawl space is not unusual. Mention it in advance so the advisor can allow for it. Otherwise, make sure every space is reachable, including the attic, the meter cupboard and the heating installation.

A glass invoice states the U-value of the glass alone. The label uses the value of the whole window including the frame, which is always somewhat higher because a frame insulates less well. If you supply the glass specification and frame type, the advisor calculates with the actual value instead of a safe default.

Which documents should you have ready for the survey?

There is little you need to prepare, but with evidence of earlier improvements the label often turns out better. Have ready whatever you have:

• A copy of the construction drawing or floor plan, if you have one.
• Invoices for roof, wall or floor insulation and for HR++ glazing or new frames.
• Details of the boiler or heat pump, such as year of manufacture and type.
• Information about solar panels, including the number and the capacity.

For the older buildings on the ribbon this is decisive. Without evidence the default values for the construction year apply, and for a home built before 1945 that easily costs a full class.

When do you not need a new label?

If a registered label less than ten years old already exists, you can simply use it for a sale or rental. Check the survey date on EP-online. Beyond that a few exceptions to the label obligation apply, for instance buildings used only temporarily. Listed buildings have not been covered by those exceptions since 29 May 2026. Renting out in Stompwijk? The label counts towards your rental points

Since 1 July 2024 the housing valuation system is binding for all rental homes up to and including 186 points: up to 143 points social housing, 144 to 186 points mid-market rent. From 187 points the home falls in the free sector, where no legal maximum applies. The energy label weighs heavily in that count, and for the older ribbon homes it can decide between two segments.
