Voorschoten, between Leiden and Wassenaar, has a housing stock clearly older than that of the surrounding municipalities: over thirty per cent of the homes date from 1900 to 1945 and another forty per cent from 1946 to 1974. The median construction year is 1956; the oldest building dates from 1635.
For the energy label that is the group where the survey makes the most difference: for pre-war homes the evidence of later insulation determines the class, and for post-war homes whether the cavity was ever filled. When selling or renting out, a registered energy label is legally required; without one you risk €515 as a private individual and €1,030 as a legal entity. The label is valid for ten years from the survey date, and a favourable class can earn a rate discount on a mortgage application.
Why the survey pays off precisely for an older home
For a 1930s home the calculation without evidence assumes the lowest values for the construction year: a narrow or unfilled cavity, single glazing, no roof insulation. In practice something has almost always been improved in ninety years. Everything you can prove or the advisor can observe counts fully, and for these building periods that regularly makes two classes of difference.

How the property survey works
Allow 60 to 90 minutes. The BRL 9500 certified advisor records:
- Which surfaces border the outside, the crawl space or an unheated room
- How well roof, walls, floor and glazing insulate
- Which boiler or heat pump is installed, and how hot water is produced
- How the home is ventilated, and whether there are solar panels
The U-value your glazier quotes is that of the pane alone. The label counts the window as a whole, and because a frame insulates worse than the glass that value is higher. Supply both details and nothing has to be estimated.
Which documents should you have ready for the survey?
With an older housing stock, evidence weighs heavily:
- Invoices for retrofitted insulation (cavity, roof or floor), with product type.
- The glass specification of double or HR++ glazing fitted later, plus the frame type.
- The renovation file for a pre-war or listed building.
- Make, type and year of the boiler or heat pump, and solar panels.
Without evidence the defaults for the construction year apply, and for a 1930 home those are low assumptions.
Exceptions to the label obligation
Not every building needs a label. Buildings used only temporarily are outside the rules, and an existing label less than ten years old can simply be reused; the clock runs from the survey date, which you can find on EP-online. Listed buildings were on that list for a long time, but no longer since 29 May 2026.
