Hekendorp: small village, wide spread
Hekendorp is a village on the Hollandse IJssel in the municipality of Oudewater, with a few hundred homes along the dyke and the ribbon. The Dutch address and buildings register shows a remarkably even build-up: more than a quarter from before 1945, nearly a third from the post-war years up to 1974, and the rest spread over every period since, up to recent new build. The median construction year is 1970.
That mix means there is no village-wide story for the label: a 1910 dyke house and a 2010 home further along each require their own assessment. The survey establishes per building what is in it.
Anyone selling or renting out needs a registered energy label; without one the inspectorate can impose €515 (private) or €1,030 (legal entity). A label remains valid for ten years from the survey date, and a good class can earn a rate discount on a mortgage application.
Living on the dyke and by the water
Many Hekendorp homes border the dyke or the Hollandse IJssel directly. That counts in the calculation: a wall below ground level, a basement or a floor above water is measured separately, each with its own heat loss. A damp crawl space, no rarity in this river area, is part of the story too; preferably mention it in advance.

Since 1 January 2021 only a label from a physical survey counts; the provisional energy label lapsed then.

What our advisor measures during the survey
The property survey takes 60 to 90 minutes on average. Our BRL 9500 certified advisor records:
- All surfaces bordering the outside, crawl space, unheated rooms or water
- The insulation values of roof, walls, floor and glazing (U-values)
- The heating installation and hot water system (boiler, heat pump)
- The ventilation and any solar panels
Glass and window are two different things in the calculation. What the invoice states is the U-value of the glazing; the label looks at the window including the frame. Without the frame type the advisor uses a safe default, which almost always works out worse.
Which documents should you have ready for the survey?
Especially for the older dyke and ribbon homes, evidence determines the outcome. Have ready what there is:
- Invoices for insulation (cavity, roof or floor), with product type.
- The glass specification of double, HR++ or secondary glazing fitted later.
- Details of the boiler or heat pump: make, type and year.
- Solar panels: number and peak capacity.
- A construction drawing or renovation file, if available.
No paperwork? Then what the advisor can observe counts. The rest falls back on the default values for the construction year, and for a pre-war home those are invariably the lowest assumptions.
Check first, then book
Before arranging a survey, check on EP-online whether a label already exists for your address. If the survey date is less than ten years ago, you are done. There are also a few exceptions, such as buildings in temporary use. Listed buildings have not been among them since 29 May 2026 and so do need a label when sold or rented out.

What the label means if you rent out in Hekendorp
If you rent out below 187 points, your maximum rent is fixed by law. The energy label is one of the larger items in that: the difference between two classes can easily mean the difference between social and mid-market rent.
Certification and who comes round
Official energy labels may only be issued by companies working under BRL 9500. Recognition by InstallQ and listing in the Centraal Register Techniek are the proof that supervision actually takes place.
The advisor who visits you is the same one who registers the label. There is no call centre in between, and if you have questions afterwards you reach that person again.
