Noorden: lake village with a post-war heart
Noorden lies as a ribbon village on the Nieuwkoopse Plassen, in the municipality of Nieuwkoop. The watery setting feels old, but the housing stock largely is not: the Dutch address and buildings register shows that a third of the homes date from 1946 to 1974 and another quarter from 1975 to 1991. Only one in ten homes is pre-war. The median construction year is 1979, and with over 12 per cent built after 2015 there is also a clear group of young homes.
For the energy label the question here is usually not whether there is insulation, but whether the insulation of that time still measures up, and whether later improvements can be proven. The water itself also plays a part in the calculation, from walls on the lake to damp crawl spaces.
When selling or renting out, a registered label is required; without one the fine can reach €515 for private individuals and €1,030 for legal entities. The label is valid for ten years from the survey date, and a favourable class can earn a rate discount on a mortgage application.
Living by the water: what the lake does to the calculation
On the Nieuwkoopse Plassen, homes have walls or floors bordering the water directly, and on peat a damp crawl space is more rule than exception. Both are recorded separately in the survey: heat loss to water is calculated differently from loss to ground or air. Preferably mention a wet or sealed crawl space in advance, so the advisor comes prepared.

What our advisor measures during the survey
The property survey takes 60 to 90 minutes on average. Our BRL 9500 certified advisor records:
- All surfaces bordering the outside, crawl space, unheated rooms or water
- The insulation values of roof, walls, floor and glazing (U-values)
- The heating installation and hot water system (boiler, heat pump)
- The ventilation and any solar panels
A common misunderstanding: the U-value on your glass invoice applies to the pane only. The label calculates with the whole window, frame included, and a frame always insulates a little less well. If the advisor knows the frame type, no cautious assumption is needed.
Which documents should you have ready for the survey?
For the large group of homes from the 1960s to 1990s, the gain is in what happened later. Useful to have:
- The invoice for retrofitted insulation (cavity, floor or roof), with product type.
- The glass specification if HR++ glazing was ever fitted.
- Make, type and year of the boiler or heat pump.
- Solar panels: number and peak capacity, or the inverter details.
- A floor plan or construction drawing, if it still exists.
Unproven improvements do not count: the default values for the construction year then apply, and for these building periods those are stingier than reality usually is.
When do you not need a new label?
If a registered label less than ten years old already exists, you can simply use it for a sale or rental. Check the survey date on EP-online. Beyond that a few exceptions to the label obligation apply, for instance buildings used only temporarily. Listed buildings have not been covered by those exceptions since 29 May 2026: a national or municipal monument now does need a valid energy label when sold or rented out.

Renting out in Noorden? The label counts towards your rental points
Since 1 July 2024 the housing valuation system is binding for all rental homes up to and including 186 points: up to 143 points social housing, 144 to 186 points mid-market rent. From 187 points the home falls in the free sector, where no legal maximum applies. The energy label weighs heavily in that count.
