Nieuwveen: pre-war ribbon, 1980s core

Nieuwveen is a polder village in the municipality of Nieuwkoop. The Dutch address and buildings register shows a village in two layers: almost a quarter of the homes are pre-war, concentrated along the old ribbons, while the largest group, more than a quarter, dates from 1975 to 1991. The median construction year is 1978, and more than a tenth of the homes are from after 2015.

For the energy label that means two kinds of conversations: with the ribbon homes about solid walls and what was done during renovations, with the 1980s homes about the glazing and the floor.

When selling or renting out, a registered energy label is required, on pain of €515 (private) or €1,030 (legal entity). The label is valid for ten years from the survey date; a favourable class can earn a rate discount on a mortgage application.

Surveying in the peat meadow area

Nieuwveen lies on peat, and during the survey you notice that mainly under the floor: crawl spaces there are often damp or poorly accessible. The advisor then assesses the floor insulation on what can be observed, or on evidence from invoices. For older ribbon homes the question of whether there is a cavity at all is added; the advisor establishes that on site.

When does the existing label suffice?

As long as the survey date is less than ten years back, nothing new is needed; check it on EP-online. Beyond that only special cases such as temporary buildings fall outside the obligation. Listed buildings were removed from that list on 29 May 2026 and now count fully.

Rent and label belong together in Nieuwveen

Since 1 July 2024 the points total bindingly sets the maximum rent up to and including 186 points, and the energy label is a heavy item in it. Landlords therefore often have the rental points count done together with the label survey; that saves a second visit.

Frequently asked questions about an energy label in Nieuwveen

My home is from 1985. Where is the label gain?
More than a quarter of Nieuwveen dates from 1975 to 1991, the largest group in the village. Those homes have an insulated cavity and first-generation double glazing, which comes down to C or D. Replacing the glazing with HR++ is usually the biggest step, followed by floor insulation.
Almost a quarter of the homes are pre-war. What can I expect there?
Ribbon homes from before 1945 often have solid or narrow cavity walls; untouched they come out at D to F. If insulation was retrofitted or new glazing fitted later and you can prove it, it counts fully and C comes into view.
Is an energy label also required for a listed farmhouse?
Yes. Since 29 May 2026 the exemption for listed buildings has ended, so a national or municipal monument also needs a valid label when sold or rented out. The status changes nothing about the calculation.
We are on peat soil. What should I watch during the survey?
Mainly the crawl space: on peat it is often damp or poorly accessible. The advisor then assesses the floor on what is visible from the hatch or on invoices for earlier floor insulation. Mention it in advance so the advisor brings the right equipment.
