Living in Zwammerdam and the energy label
Zwammerdam sits on the Oude Rijn, with characteristic polder buildings and a varied housing stock: from 1930s homes to new build along the water. That variety also means every house has its own insulation value and heating system. Your energy label is therefore always determined on the basis of a real property survey, in which the advisor assesses the insulation, the boiler and the glazing.
When you sell or rent out your home, an official energy label registered in EP-online is legally required. A favourable label can also mean a lower rate on a mortgage application, because some lenders offer a discount for good energy performance. Which obligations apply when selling or renting out?
If you put your home in Zwammerdam up for sale, the energy label must already appear in the listing, and it has to be registered in EP-online by the time of the transfer at the notary. If you rent out, the label also counts towards the WWS points count that sets your maximum rent under the Affordable Rent Act.
The label feeds into the sale itself. Buyers factor the insulation costs still ahead of them into their offer, so a home with label C or better usually sells more readily than a comparable house with F or G.
When is an energy label required and how long does it stay valid?
If the energy label is missing at the transfer of your home, the Human Environment and Transport Inspectorate (ILT) can impose a fine. Since 1 January 2026 that is €515 for private individuals and €1,030 for legal entities. That applies just as much to smaller homes in a village like Zwammerdam.
An energy label is valid for 10 years from the property survey date. If you sell or rent out again within that period, you simply use the existing label; after that a new survey is needed. Note that the old provisional energy label has not been valid since 1 January 2021. Only a recognised EPA advisor may draw up and register a definitive label on the basis of a survey following the NTA 8800 method.

What our advisor measures during the survey
The property survey takes 60 to 90 minutes on average. Our recognised advisor records, among other things:
- All surfaces bordering the outside, crawl space, unheated rooms or water
- The insulation values of roof, walls, floor and glazing (U-values)
- The heating installation and hot water system (boiler, heat pump)
- The ventilation and any solar panels
Make sure the advisor can reach every space, including the attic, crawl space and meter cupboard.
A glass invoice states the U-value of the glass alone. The energy label uses the U-value of the whole window including the frame, which is always somewhat higher because a frame insulates less well than glass. If you supply the glass specification and frame type, the advisor uses the actual and usually more favourable value instead of a safe default.
Which documents should you have ready for the survey?
There is little you need to prepare, but with evidence of earlier improvements the label often turns out better and the survey goes faster. So have ready whatever you have:
- A copy of the construction drawing or floor plan, if you have one.
- Invoices for roof, wall or floor insulation and for HR++ glazing.
- Details of the boiler or heat pump, such as year of manufacture and type.
- Information about solar panels, including the number and the capacity.
If the evidence is missing, the advisor has to fall back on the default values for the construction year, and those almost always work out less favourably than reality.

Renting out in Zwammerdam? The label counts towards your rental points
If you rent out a home, the energy label counts towards the WWS points count that sets the maximum rent under the Affordable Rent Act. Since 1 July 2024 the housing valuation system is binding for all rental homes up to and including 186 points: up to 143 points social housing, 144 to 186 points mid-market rent. From 187 points the home falls in the free sector, where no legal maximum applies.

That is a legal requirement for issuing official energy labels.
