The Bleiswijk housing market and the energy label

Bleiswijk, part of the Lansingerland municipality, combines an old village centre around the Dorpsstraat with post-war extensions and more recent new builds. Around the village lies an extensive greenhouse horticulture area with ribbons of detached and company homes. The expected energy label strongly depends on the construction period. A valid, EP-online registered energy label is mandatory when selling or renting out.

Bleiswijk is about 40 minutes from our home base in Woerden. We include it in our route through the region and charge no call-out costs.

Which obligations apply when selling or renting out?

The label obligation starts earlier than many sellers expect: the energy label belongs in the listing, not just on the day of transfer. At the notary it must also be registered in EP-online. If you rent out a home in Bleiswijk, the label partly determines your score in the WWS points count.

That makes the label more than a formality: a favourable class removes buyers' doubts about future insulation costs.

How to request an energy label in Bleiswijk

You arrange an official energy label with us in three steps:

  1. Quote and appointment - calculate your price with the calculator or call us. We schedule the home inspection at a time that suits you.
  2. Home inspection - our BRL 9500 certified advisor visits (on average 60-90 minutes) and measures insulation, glazing, heating, ventilation and any solar panels using the NTA 8800 method.
  3. Registration in EP-online - your official energy label is registered in EP-online. You usually receive it within a few working days; if you are in a hurry, express delivery within 24 hours is possible.

A home on a ribbon in the greenhouse area?

Around Bleiswijk lie ribbons with detached homes and homes at (former) horticulture businesses. These houses are often older and more spacious, with varying insulation: without improvements such a home typically scores between D and G. Do you have invoices for roof, wall or floor insulation, HR++ glazing or solar panels? Have them ready for the survey: with proof the advisor may use the actual values, which can make one or more label classes of difference. For detached homes above 150 m² the price is on request.

Which documents should you have ready for the survey?

Around Bleiswijk you find ribbons of detached houses and homes attached to former horticultural businesses. Those properties are often older and larger, with widely varying insulation, and that is exactly where evidence makes the difference.

With evidence the advisor may calculate with the actual values, which can be worth one or more label classes. Without it, the default Rc value for the construction year applies.

What our advisor measures during the inspection

The property inspection takes on average 60 to 90 minutes. Our BRL 9500-certified advisor records, among other things:

The calculation follows the NTA 8800 standard. Especially the older ribbon homes and more spacious detached houses around Bleiswijk require an experienced eye during the survey.

Energy label prices in Bleiswijk

All prices include VAT, the property survey and official registration in EP-online. An apartment or smaller home in the village starts from €220; for a family home in the extension districts or a detached house on a ribbon the price depends on type and floor area. See also our 2026 price overview per property type.

Property typeFrom (incl. VAT)
Studio / room apartment€ 220
Apartment€ 275
Maisonette / terraced house€ 330
End-terrace or semi-detached house€ 340
Detached house€ 375

Every rate includes VAT, the property inspection and official registration in EP-online, and we charge no call-out or travel costs. Detached houses over 150 m² and special properties are quoted on request.

Renting out in Bleiswijk? The label counts towards your rental points

If you rent out a home, the energy label counts towards the WWS points count that sets the maximum rent under the Affordable Rent Act. A higher label yields more points. Since 1 July 2024 the housing valuation system is binding for all rental homes up to and including 186 points: up to 143 points social housing, 144 to 186 points mid-market rent. From 187 points the home falls in the free sector, where no legal maximum applies.

That makes the label directly relevant financially for landlords in the newer parts of Bleiswijk: one class higher can be the difference between mid-market and free sector. A full rental points count is a separate service, priced on request; have it done together with the energy label and we survey the property in one visit, which works out cheaper.

How do you compare energy advisors in and around Bleiswijk?

Not every advisor works the same way. When comparing, look at certification (BRL 9500), response time and whether call-out costs are charged. Some companies work through a call centre with changing advisors; at Hollands Duurzaam one fixed advisor surveys the property personally and handles the registration too. Only a certified advisor may issue an official label registered in EP-online, and a physical on-site survey is legally required.

Commercial buildings also need an energy label when sold or rented out, although partly different calculation rules apply there. We handle the residential side ourselves; for a non-residential label we refer you to a fellow advisor certified for that. Not sure whether your property counts as residential or non-residential? Give us a call and we will work it out together.

Frequently asked questions about an energy label in Bleiswijk

How fast can I get an energy label in Bleiswijk?
After the survey we usually deliver the energy label within a few working days. In a hurry, express delivery within 24 hours is possible.
What does an energy label cost for my home in Bleiswijk?
All prices include VAT, the property survey and official EP-online registration, without call-out costs. A studio starts from €220, an apartment from €275, a terraced house or maisonette from €330, a corner or semi-detached house from €340 and a detached house from €375.
Which label should I expect for a 1970s home in Bleiswijk?
Terraced and semi-detached houses from the 1960s and 1970s usually score between C and D, depending on added insulation and glazing. During the survey you receive free personal advice on the most rewarding improvements.
I own a detached home on a ribbon. What should I keep in mind?
Older ribbon homes and homes at (former) horticulture businesses often score between D and G without additional insulation. Have invoices for insulation, glazing or installations ready for the survey. For detached homes above 150 m² the price is on request.
Do new builds in Bleiswijk already have a good label?
Homes built from 2000 onwards usually score label A or B. Even then an official, EP-online registered label is required when selling or renting out; the label is valid for 10 years.
What is the fine for selling without a valid energy label?
The Dutch Human Environment and Transport Inspectorate (ILT) can impose a fine of up to €515 for private individuals and up to €1,030 for commercial sellers and landlords when selling or renting out without a valid, EP-online registered energy label.
When is an energy label required for a homeowner in Bleiswijk?
A valid energy label is legally required as soon as you sell, rent out or hand over a home. That obligation applies to virtually all self-contained homes, from terraced houses in the village centre to detached properties in the greenhouse area. The Human Environment and Transport Inspectorate checks this and can impose a fine of up to €515 for private individuals and up to €1,030 for commercial sellers and landlords. So arrange the label before the property goes on the market.
What is the difference between an energy label and sustainability advice?
An energy label is the official record of current energy performance, with a letter from A to G based on fixed property characteristics. Sustainability advice looks ahead instead and shows which measures deliver the most for your home. With every survey you get free personal improvement advice during the visit. If you want a more thoroughly substantiated plan, separate tailored advice is available.
Why is an energy label important for landlords in Bleiswijk?
The energy label determines a substantial share of the points in the housing valuation system, and that system sets the maximum rent. Since the Affordable Rent Act the system is binding for rental homes up to and including 186 points; above that the home falls in the free sector with no legal maximum. One label class higher can therefore make the difference. A full rental points count is a separate service and is cheaper when done together with the energy label.
How do you recognise a reliable energy label?
A reliable energy label is drawn up by an advisor from a company certified to BRL 9500 and can be found in the national EP-online database. Always check that the advisor actually visits the property in person and measures all installations. Only an on-site survey following the NTA 8800 method produces a valid label. A label produced without a visit cannot be used for a sale or rental.
Do I also get advice on improvements, or only the label?
You get both. The label is the mandatory record of energy performance, and during the survey the advisor discusses free of charge which measures have the most effect on your home. If you want that worked out further, with calculations per measure, tailored advice is available.
